Bill was born on September 2, 1938, to Horace and Helena Brown of Wellington, Ohio. They were a family of six children who are all deceased.

In 1958 he joined the United States Army and was discharged in 1963. He then returned to Tionesta till he moved to California in 1966. He became very successful in sales for over 40 years. Bill and his wife, Linda, lived in Huntington Beach, California, for many years until retirement when they moved to Hot Springs, Arkansas in 2009.
