Timothy Patrick “Tim” Daley, 73, of Little Rock, died October 26, 2020.  He was born in Little Rock on January 15, 1947 to Robert P. and Eloise Sisco Daley who preceded him in death, along with his faithful Lab, Sugar. He was a member of Christ the King Catholic Church.

He was married to the former Bettye Lou Cox on October 14, 1967 who survives him, along with his daughter, Robyn Renae Walker, her husband, William S. “Bill” Walker, and two grandchildren, Alexandra Reed “Allie” Walker and Jackson Shearin Walker, all of Eads, Tennessee.

Tim attended Central High and Catholic High Schools, graduating in 1965, and soon after, joined the U.S. Army to be eligible for GI Bill educational benefits.  He served from 1965-1968, including Vietnam, and attained the rank of Sergeant E-5. When he returned from overseas, he was assigned to the Armed Forces Examining Entrance Station in Little Rock where he met the love of his life, Bettye, who was working as a civilian at the same AFEES. After six weeks of courtship they were married and have celebrated 53 years of marriage.

Upon discharge from the Army he worked as a Little Rock Fireman and then transferred to the Little Rock Police Department until his retirement as a Captain in 1989.  Upon his retirement, he continued his law enforcement career as the Chief of Police in Conway, Arkansas, the University of Arkansas Criminal Justice Institute, and finally as the Director of the Law Enforcement Training Academy, Black River Technical College, which concluded over 40 years of law enforcement.

He utilized his GI Bill benefits by attending UALR where he earned an AA degree in Law Enforcement and BA in Criminal Justice and Political Science, while working full time. Eventually he obtained his Master’s Degree in Management from Webster University.  He also was a graduate of the FBI National Academy 110th session and the FBI Law Enforcement Executive Development 23rd session, both conducted at the Academy in Quantico, Virginia.

Tim loved teaching, and in addition to law enforcement personnel, he was an Adjunct Associate Professor at UALR, instructing courses covering management and criminal justice related issues on the undergraduate and graduate levels from 1991-1997, and Seminar Instructor for the Small Business Advancement National Center in Conway.

For his efforts in materially contributing to high standards of cooperative law enforcement and justice, he received numerous awards and honors from the US Attorney General for Organized Crime and Drug Enforcement Task Force, US Department of Justice, Federal Bureau of Investigation, US Marshalls, US Department of Housing and Urban Development, City of Little Rock, City of Conway, Conway Chamber of Commerce, Conway Board of Education, Arkansas Chapter of FBI National Academy Associates, Arkansas Municipal Police Association Fraternal Order of Police, Sertoma Civic Club, and others too numerous to mention.

He belonged to numerous professional associations and served as President of the Arkansas Chapter FBI National Academy Associates and Arkansas Municipal Police Association, and on the Executive Board of the Arkansas Police Chiefs Association.  He is a lifetime member of the International Association of Chiefs of Police and the Arkansas Association of Chiefs of Police. He is also a member of the American Legion and the NRA.

Tim loved to hunt and was proud of his cabin on the Black River in Brookings, Arkansas.  He enjoyed several decades of duck hunting there with his many friends and time spent there with his grandson, Jackson.

Visitation will be Friday, October 30 from 4-6 p.m. at Smith Little Rock Funeral Home, 8801 Knoedl Ct. In lieu of flowers, memorials may be made to the Catholic High School for Boys Foundation, 6300 Father Tribou St., Little Rock, AR 72205. Tim was a lifetime member of the Catholic High Alumni Association.
